CIOs are not happy with the level of service delivery they receive from SITA (State IT Agency) and some have gone as far as to reduce their service level agreements (SLAs). 

This is one of the findings of the ICT in Government survey recently concluded by ForgeAhead.
According to Nicky Pope, research director: national government at ForgeAhead, the CIOs of national government departments were unhappy with SITA on a number of levels.
Topping the list was a delay on procurement processes – leading many departments to simply source their own equipment; and an umbrella offering that fails to take each department's specific needs into account.
Having said that, about 20% of departments use SITA as their Internet Service Provider, although it still trails Telkom, MTN and Vodacom.
