Countries across Europe are agreeing to shut down Web sites that let users download illegal content.

France and the UK have been joined by Spain, which will implement legislation to shut down sites found to be offering illegal downloads.
Site adminstrators will first be given the chance to remove download tools.
France's legislation, passed in September, is more rigorous and allows the Internet access of users who download the content to be switched off as well.
The UK says it plans to also cut off users.
