MINIMUM REQUIREMENTS:

  • A BEng / BSc in Civil Engineering.
  • Must be Registered as a Professional Engineer with Engineering Council of South
    Africa (ECSA).
  • Must be Certified as HDM-4 user.
  • At least five years’ experience in road asset management.
  • Experience in application of relevant COTO TRH/TMH Guidelines.
  • Experience in application of ISO 55000 Asset Management Procedures.
  • Experience in generating network maintenance plans using HDM-4.
  • Public sector / SOE Asset Management exposure.
  • ADVANTAGEOUS:
  • A Master’s degree (MEng/MSc) in Civil / Pavement / Transport.
  • Managerial experience.
  • Knowledge and understanding of the South African Pavement Engineering Manual
    (SAPEM).

  • TECHNICAL COMPETENCIES:

  • Extensive civil engineering and pavements experience with a proven record of
    success.
  • Knowledge of the relevant COTO TRH/TRM Asset Management Guidelines
  • Deep understanding of the ISO 55000 asset management standards and procedures.
  • Knowledge and understanding of the South African Pavement Engineering Manual
    (SAPEM).

  • Ability to inspect, analyse and model data in order to identify trends and generate
    decision-useful insights and recommendations.

KEY RESPONSIBILITIES:
Strategic Planning

  • Model road asset performance to predict the future condition of the asset. Identify the
    most optimum asset management strategies and budgets to maintain and
    rehabilitate the road network assets at an adequate level of service.
  • Identify projects to ensure the integrity of national roads, perform economic
    evaluations, and ensure sign off
  • Maintain SANRAL Strategic Road Asset Management Policy aligned to ISO 55000.
  • Maintain SANRAL Road Asset Management Plan.
  • Ensure that SANRAL’s ITIS system is aligned with ISO 55000 requirements.
  • Development and Management of pavement design policies / standards
  • Develop and maintain SANRAL’s/RSA policies and standards (COTO TRH/TMH) for
    the collection, validation and analysis of road network performance data and
    pavement design proactively and in response to broad industry demand.
  • Liaise with Regional Engineers to provide input.
  • Monitor adherence to pavement design standards nationally.
  • Road Asset information collection and validation
  • Maintain SANRAL network classification according to TRH26 road classification.
  • Oversee the collection and validation of information related to road network condition
    (for quarterly road network condition reports) and other operational issues according
    to SANRAL policies and standards.
  • Scrutinise data to ensure it is accurate and complete.
  • Ensure the operation, maintenance and upgrade of SANRAL Road Survey Vehicles.
  • Ensure that the register of SANRAL’s physical road network assets are maintained.
  • Road Asset information analysis and reporting
  • Responsible for the implementation of ISO 55000, in conjunction with the Quality
    Systems Manager.
  • Integrate and analyse all information to identify needs, establish single- and multiyear
    expenditure requirements (5-year rolling works programme) and report on road
    network asset performance.
  • Prepare quarterly reports on network performance and budget expenditure trends.
  • Manage the valuation of road network assets for reporting in Annual Financial
    Statements.
  • Prepare annual Medium-Term Expenditure Framework submissions to National
    Treasure.
  • Register all approved projects on SAP as and when required.
  • Act as the business owner for the relevant Pavement and Road Asset Management
    modules in ITIS.
  • Pavement technical advisory and support
  • Provide technical advisory support related to pavements on internal projects across
    the regions, and externally when required.
  • Provide support to Regional Pavement Engineers.
  • Active participation in relevant COTO committees (e.g. Asset Management).
  • Conduct research on Road Asset Management and innovative pavement design and
    construction methods.
  • Act as chair for the relevant Pavements and Road Asset Management functional
    working group, with participation from Regional Pavement Engineers.
  • General liaison and response to internal and external audit queries.
  • Road Network Systems
  • Act as the business owner of relevant ITIS and SARDS modules.
  • Oversee the operations regarding SARDS.
  • Manage and facilitate training on the utilisation of the SARDS, ITIS and other
    relevant methods

About The Employer:

The Road Network Manager will be responsible for formulating, in conjunction
Engineering Executive, the road network information required to establish single and
multi-year expenditure requirements to manage and maintain the road network at an
adequate level of service by utilising an asset management system, and report on
network performance.
