Job Responsibilities: Provide strategic vision in the conceptualization of Human ResourcesManagement (HRM) strategy. Craft HRM strategic objectives in alignment with theCorporate Strategic objectives encompassing the transformation and organisational development. Guide the analysisof current talent practices and needs to determine the future needs and improvement [URL Removed] the development, implementation and review of uniform induction programmes. Guide thedevelopment of training and development programme which includes skills audit, training programmesand analysis of impact on training to determine value for money. Guide the design,development, maintenance and review of employee performance management system. Lead andoversee effective use of the human resources management system. Ensure Human Resources areeffectively supported by operational systems. Ensure records and data are archived and retrieved as and when required. Ensure filing systems are operational and effective. Lead and manage the provision of organisational development solutions to ensure that appropriate organisational structures, competencies, business processes and utilises the best fit change management methodologiesand tools. Oversee the development of the Organisational design and development strategy and roll-outplan. Guide the maintenance and review of organisational design, as well as appropriate resourcing of theapproved organisational structure. Lead, manage and consolidate the Employee performanceManagement Cycle and reward processes and procedures in cooperation with Corporate Strategy. Ensureseamless process of Individual Performance and Corporate Performance management system. Guide thecascading of Corporate Performance indicators into divisional employee’s performance [URL Removed] the Individual Performance Management and Reward Committee and lead the [URL Removed] quality assurance, validation and approval processes of the individual performance managementScorecards and results on quarterly and annual basis prior to incorporation into Corporate Performance results and reporting. Ensuring the implementation of the Performance Management system thoughorganisational roadshows, pilot runs and execution across the organisation for buy-in. Provide thoroughleadership and roll out plans on organisational change and Performance Culture. Design and overseeeffective and operational business process efficiencies. Lead and manage the implementation of anintegrated HRM solutions to ensure that appropriate HRM Interventions. Guide theanalysis of human resource practices, processes, trends and needs to determine the future direction of HRM. Develop and monitor the departmental budget. Ensure financialviability thereby delivering a robust and accurate HR financial planning and a reporting system thatincorporates a balanced budget. Drive initiatives aimed at eliminating waste, improve productivity andreduce operating costs within the Knowledge Management unit. Implement and maintain knowledge ofrelevant systems, policies, regulations and procedures, disseminate and/or present changes tostakeholders and advise on the implementation of changes and report on impact analysis. Oversee andmanage the drafting of relevant human resources and records management policies. Ensure compliancewith all statutory or legal requirements. Assist in obtaining a departmental Audit score equal to the other SETAs’average or better. Manage an integrated internal control systems (including policies). Implement HR riskcontrols. Ensure compliance to all Skills Development legislation. Respond to audit reports and implementcorrective action plans. Implement and maintain processes that capture and exploit innovativeopportunities. Implement and maintain acceptable practices for standardization purposes. Implementand maintain interfaces in an efficient manner. Implement and maintain transformation initiatives withinthe area of responsibility to execute organization’s mandate. Maintain healthy internal and external relations (communities, government, employers, colleges, internal stakeholders etc.) to assist inachievement of organizational goals. Lead and manage the division so as to ensure a positive culture ofwork and performance. Set performance targets for the department and regularly monitor achievementthereof (performance management). Provide feedback on performance of team .Ensure capacity ofsubordinates by providing relevant training. Develop Individual Development Plans/Individual LearningPlans (IDPs/ILPs) for subordinates to promote succession and talent retention. Monitor implementationof (IDPs/ILPs). Coach and/or mentor subordinates, where required. Ensure management, review andspecify an efficient and effective utilization of resources. Ensure participatory democracy and Batho Peleprinciples through a caring, accessible and accountable service
