Main Purpose
To manage end-to-end compilation and on-time submission of high quality proposals, quotations, bids and tender responses which are both technically and commercially viable. To be the custodian of the proposals, tenders, quotations or bids that are assigned to him/her by the Proposals Manager.
Key Performance Areas:
- Register enquiries received, and evaluation of enquiry documentation.
- Clarify client requirements, develop value-adding propositions and compile detailed project scope.
- Recognise and understand the client’s needs.
- Identify and involve all required stakeholders, whether internal or external, to meet project scope.
- Innovate practical, technically viable and financially viable solutions to the client’s challenge/s.
- Facilitate division of work amongst internal departments and sub-contractors.
- Obtain timely input and tender qualifications from internal departments and sub-contractors.
- Establish site requirements.
- Calculate cost and sales values.
- Compile comprehensive tender returnables.
- Issue tenders to clients/potential clients.
- Attend and participate in post tender negotiations.
- Evaluate orders received against proposals submitted and agreements negotiated.
- Compile a comprehensive handover report of successful proposals to the appointed Project Manager for execution.
- Evaluate and report on a project’s cost effectiveness, risk profile and profitability.
- Compile and submit to the Proposals Managpoboer a detailed enquiry summary, highlighting the major commercial, technical and special requirements.
- Compile “Bid Approval” documents for shareholder approval.
- Compile, submit and evaluate subcontractor enquiries and offers and expedite enquiries and clarification queries.
- Attend bid clarification meetings with clients and subcontractors.
- Follow up with the client on the outcome of tender adjudication process.
- Provide resilient support to all contributors to the tender process.
- Additional duties may be assigned as required and consistent to the role of Proposals Engineer, or reasonably instructed by the company.

Preferred Requirements:
- BTech, BSc or BEng degree in Mechanical or Electrical or Chemical/Process Engineering or Quantity Surveying.
- A post-graduate qualification in Project Management.
- 10 Years’ experience as a Proposals Engineer/Estimator/Tender Specialist in the power generation, petrochemical or boiler fabrication environment with sound knowledge of construction methods.
- Working knowledge of construction contracts and terminology in the mechanical engineering environment.
- Experience with NEC and FIDIC suite of contracts would be a distinct advantage.
- Computer literate (MS Office – Word and Excel), MS Project (or alternative project scheduling software) and commercial estimating software preferably Candy
