A Provincial Manager: School-Based HIV and GBV Prevention Programme vacancy is available at our Client, Wits Health Consortium’s Reproductive Health and HIV Institute (RHI) in Gauteng and Mpumalanga.

Background

The Wits Reproductive Health and HIV Institute (Wits RHI) is a renowned African-led research institute that seeks solutions to Africa’s health challenges.

It is located within the University of the Witwatersrand and addresses some of the greatest public health concerns affecting our region, including HIV and its related problems, sexual and reproductive health and vaccinology. This is done through pioneering, multi-disciplinary research; responsive technical support and innovation in health services; and evidence-based policy development and advocacy with national, regional and global stakeholders.

Main purpose of the job

  • To provide strategic development, oversight, and overall management of district-level implementation of the HIV prevention cascade

Location

  • Gauteng / Mpumalanga

Key performance areas

  • Communicate, promote and support implementation of Wits RHI strategy at the district, sub-district and community levels
  • Provide direction, programme implementation guidance and support to District Managers to ensure delivery of School based project components according to timelines and budgets
  • Conduct regular meetings with District Managers/Coordinators to ensure outputs are delivered and to review progress on implementation of the strategic plan
  • Perform regular management audits of district offices to identify good practices and identify and address gaps
  • Implement appropriate programme management processes to ensure delivery of Project components according to timelines and budgets with a specific focus on aspects of sustainability such as the phasing out of certain roles as the program matures
  • Develop/review implementation plans, work plans and other strategic programme documents for effective implementation of the project
  • Identify the needs of the programme and obtain resources required
  • Develop programme tools such as SOPs and technical guidelines
  • Coordinate and troubleshoot all programme-related activities
  • Review and monitor programme budgets; identify areas of underspend and overspend risks
  • Support and monitor staff scale-up related to demand creation, linkage to care and other services including support for sub contactors
  • Support administrative processes related to recruitment and retention at provincial and district personnel
  • Lead or coordinate implementation of additional projects or requests for information emanating from USAID/PEPFAR at the district level
  • Report monthly on key achievements, challenges and any anecdotal success stories
  • Coordinate the Wits RHI district teams, ensuring that communication between the teams is optimal and that program activities are coordinated and leveraged
  • Ensure coordination of the Integrated School Health program (ISHP) activities at provincial and district level
  • Maintain close communication with the Wits RHI M&E team to ensure adequate and regular reporting and documenting lesson learnt and success stories
  • Analyse sub-district data and monitor reach against the targets
  • Support the reporting process to the donor and DOH
  • Develop and effectively manage relationships with relevant Wits RHI structures
  • Contribute to the achievement of Wits RHI’s corporate goals and objectives

Required minimum education and training

  • Postgraduate degree or equivalent in Development Studies, Social Science, Public Health, Education, Management, Master’s in public health or related field
  • At least 5-10 years in the health field
  • Understanding of the comprehensive SRH services including HIV and PrEP, child protection, Gender Based Violence (GBV) and adolescent and youth friendly services
  • Knowledge of ISHP & DBE Policy on HTS, STI & TB and DOH guidelines and policies
  • Understanding of mobile health service and monitoring PrEP implementation
  • Experience in working with SAG ministries (DBE, DSD, DOH) and other government departments
  • Experience with PEPFAR funded project will be an added advantage

Required minimum work experience

  • Demonstrated role in strengthening coordination and project management
  • Understanding of the school health provision and experience in working with government departments on a Technical Assistant or advisory capacity
