12 MONTHS FIXED TERM CONTRACT

PURPOSE OF THE JOB

  • To render support in the establishment and maintenance of cooperation in government by ensuring that there is effective planning and efficient investment in respect of sector specific technology, research and development

QUALIFICATIONS AND EXPERIENCE

  • A three year National Diploma/ Bachelor’s degree in Natural Sciences, Development Studies/ Economics / Public Administration
  • Minimum 2 years’ experience in stakeholder management and engagement / research / project management

DESCRIPTION OF TASKS

Implementation of the Company Framework with other Government Departments

  • Invite and consolidate inputs in the engagements within the department
  • Conduct research and draft bilateral MoAs engagements within the departments
  • Arrange bilateral meetings, information sessions and provide secretariat service with other departments
  • Co-ordinate the inputs of programme of action and ToR for the various Joint Working Committee
  • Conduct desktop research for the identification of new projects within the department and other departments

Render Support in Review of Type 3 Company Infrastructure and Technologies

  • Coordinate bilateral meetings and information sessions with identified institutions to discuss proposed reviews
  • Collect information and draft Terms of Reference to conduct studies on various sectors to identify gaps that can assist in the development of sector R&D strategies
  • Coordinate and provide support during the implementation of the work plan of the service providers to conduct the reviews
  • Prepare documents for transferring funds to the service providers in compliance with the PFMA
  • Support service providers to develop feedback survey after delivery of the project
  • Provide inputs in the consolidation of evaluation of the review report

Generate Intelligence that will lead to the Production of Relevant Publications and Policy Briefs

  • Coordinate the development of a tracking and knowledge management system for government expenditure on STA projects
  • Coordinate the collection of data and the maintenance of a web-based system for publicly funded projects

Provide Administrative Support

  • Keep records of all documents generated within the sub-directorate and maintain records
  • Coordinate logistical arrangements for meetings and provide secretariat services
  • Draft submissions e.g. letters, memos, reports including drafting response to parliamentary questions
  • Assist in the procurement and payment of goods and services
  • Receive queries and compile written response

COMPETENCY REQUIREMENTS

Knowledge

  • Understanding of National Company policy and other national policies
  • Knowledge of Natural Scientific fields of practice
  • Understanding of Public Finance Management Legislation Act of 1999
  • Understanding of Inter-governmental Relation Framework Act of 2005
  • Good knowledge of South Africa’s policy environment
  • Knowledge of Public Services Regulation
