Job Advert Summary
The Western Cape Liquor Authority is a statutory body established in terms of the Western Cape Liquor Act (Act 4 of 2008). The mandate of the Western Cape Liquor Authority is to provide for licencing for the retail sale and micro manufacture of liquor in the Western Cape Province and to provide for incidental matters. The main purpose of this executive position is to assist the Governing Board to fulfill its mandate and to meet its strategic objectives by providing effective leadership and efficient management of the organisation. This position is based in Belville.
Minimum Requirements
An appropriate 3-year B-Degree qualification (or higher); Extensive experience operating at Senior Management Level; A valid driving license.

Duties and Responsibilities
Promote, implement and review the vision, mission and values of the organisation; Develop and manage the strategic plan and budget of the organisation; Comply with the Western Cape Liquor Act, the Public Finance Management Act, and all other relevant legislation; Put measures in place to drive the reduction of alcohol-related harms, including appropriate enforcement in accordance with the Western Cape Government policy on Alcohol-related Harms Reduction; Communicate the mandate and work of the WCLA to the general public and engage stakeholders; Manage the development and implementation of internal and external policies and procedures in respect of the organisation; Develop and build an efficient, effective and responsive team; Reports to the Board and its Committees on the performance of the organisation, including implementation of the resolutions of the Board and its Committees; Keep the Board abreast of international and national developments and best practices in the regulation of liquor and alcohol harms reduction.
Competencies
Working Knowledge of the following: Corporate Governance, e.g. King IV, Companies Act; Public Sector legislation, e.g. PFMA, National and Provincial Treasury Regulations; Relevant industry legislation and regulations, e.g. National Liquor Act, Provincial Liquor Act, POPI, PAJA, PAIA; Strategic capability and leadership, programme and project management, people and financial management; Analytical skills; High level Report writing and formulation skills; Problem solving and Decision making skills; Ability to handle conflict; Leadership skills; Computer literate with MS Office package; Ability to research, interpret and apply the relevant law; Communication (verbal and written) and report writing skills.
Remuneration
R 1 251 183 – R 1 495 956 per annum (Total cost to company package)
