The total remuneration package for this position is R 862 628 – R 1 078 232 negotiable based on qualifications and experience.
The Contribution & Debt Manager will be required to assist and support the Senior Manager Clinical and Transaction through the implementation of the following Key Performance Areas (KPAs):
- Receive, interpret, analyse and report on contribution and debt processes including related complaints.
- Identify and seek opportunities to maximise opportunities in claim debt management whilst ensuring member is not compromised.
- Oversee the Scheme’s contribution and debt management processes including the subsidy, payroll and HR engagement processes.
- Collaborate, coordinate and communicate with internal and external stakeholders in a professional manner whilst assisting with resolving contribution related enquiries.
- Support the division by managing and contribution management processes at the division’s service providers. This includes evaluation, investigation and mitigations being put in place to prevent processing failings.
- Drive ATS efficiency to deliver operationally approved and financial based quality outcomes.
- Support the division by overseeing debt management processes at the division’s service providers. This includes evaluation, investigation and mitigations being put in place to prevent processing failings.
- Identify, manage and mitigate risks in the contribution and debt management process.
- Effective implementation of all contribution and debt management improvements.
- Business Units process and service integration in Stakeholder management.
- The position involves conducting systemic reviews of good practice guidelines currently available to ensure that Scheme decisions are based on best practice. This activity aims to ensure that these elements are sound and in compliance with the Medical Schemes Act and Regulations, as well as the Scheme Rules at all times.
- Attend various Forums and make valuable contributions by providing expertise needed to ensure operational efficiencies.
- Provide testing to ensure accuracy of rule applications
Qualification requirements are:
- Minimum 5 years’ experience with medical aid contribution and debt management.
- Minimum 3 year Diploma/Degree in Medical/administration and finance Sciences.
- Comprehensive understanding of the PERSAL payroll systems and processes.
- Relevant accreditation on Financial Governance codes.
- In-depth knowledge and hands on experienced with Contribution and Debt management within a medical Scheme environment.
- A good understanding of the Medical Schemes Act.
- Extensive knowledge and understanding of collection of membership contributions allocations, reconciliation, debt management principles and an understanding of how employer subsidies are to be applied.
- Be organised and have good time management skills.
- Be analytical and have the ability to manage priorities in a fast paced environment.
- Have financial acumen to understand and evaluate debt and contribution management.
- Have excellent written and verbal communication and interpersonal skills.
