Job Overview:
Our client, one of South Africa’s leading Development Finance Institutions (DFI), is seeking a highly skilled Technical Specialist / Non-Sewered Sanitation Expert to join their dynamic team. The successful candidate will be instrumental in the technical development and establishment of the Non-Sewered Sanitation (NSS) Programme as a standardized initiative within the WPO. This role involves overseeing the creation of a comprehensive toolkit to support the preparation, funding, and implementation of NSS projects across municipalities in South Africa.
Key Responsibilities:
- Programme Development and Establishment:
Develop a standardized NSS programme for the preparation, funding, and implementation of water and sanitation projects across municipalities. This includes designing models, mechanisms, and approaches to ensure effective project roll-out. - Technical Support:
Provide technical guidance and support to municipalities, water boards, and other stakeholders to implement NSS projects according to the established framework. Ensure projects adhere to quality, budget, and timeline goals. - Innovative Financing Solutions:
Develop and promote innovative and blended finance solutions that will attract private sector investment to the water sector, particularly in non-sewered sanitation technologies. - Project Management:
Oversee the implementation of non-sewered sanitation projects, managing technical, financial, and scheduling aspects to ensure successful project completion. - Stakeholder Coordination:
Collaborate and coordinate with various stakeholders including local governments, municipalities, water boards, contractors, and other relevant partners to ensure smooth execution of projects. - Procurement and Compliance:
Ensure procurement processes follow relevant regulations and best practices. Monitor project compliance with legislation such as PFMA, MFMA, PPPFA, NWA, and WSA. - Capacity Building:
Provide mentorship and guidance to internal teams, contractors, and local government representatives on NSS-related projects.
Minimum Requirements:- A Bachelor’s degree in a relevant engineering field.- Professional Registration:
Registered as a professional engineer with the Engineering Council of South Africa (PrEng, PrTechEng, or PrTech).
Experience:
- At least 8 years of technical work experience (planning, design, implementation) in municipal water and sanitation services or similar sectors.
- At least 5 years of experience specifically in utilizing sanitation technologies, including non-sewered sanitation solutions.
- Legislative Knowledge:
Comprehensive understanding of legislation relevant to the water and sanitation sector, including PFMA, MFMA, PPPFA, NWA, WSA, etc. - Municipal and Regulatory Knowledge:
Strong knowledge of water and sanitation regulatory environments in South African municipalities, state-owned enterprises, and other government entities. - Stakeholder Management:
Demonstrated ability to interact with diverse stakeholders and manage relationships effectively. - Project Management:
Proven ability to manage strategic water and sanitation initiatives from planning through to successful completion.
Desirable Requirements:
- Experience in overseeing the commercialization of non-sewered sanitation technologies at scale.
- Public-Private Partnerships (PPP):
In-depth experience in Public-Private Partnerships (PPP) and various funding models within the water and sanitation sectors would be advantageous.
